The Bagster Bag Blogger Challenge ? Getting Ready To Update ...

It?s been two months since Hurricane Sandy traveled up the East Coast and devastated my area of the New Jersey shore. Areas hit hard by Sandy are still dealing with damage and trying to clean up. Tractor trailers and dump trucks go through my neighborhood all day long, carrying out the garbage and debris. We personally have had items out in the street waiting for pickup for over a month now.

Then hubby and my son can tear up the old floor tiles. Then we?ll pain the walls, something that hasn?t been done since we moved in 18 years ago. Then hubby can lay down the new floor tiles. The problem is, going through all that stuff and tearing up the old floor tiles is going to create a good amount of trash. We only have one robocan (trash can), and we?re not supposed to put construction type of stuff in there. I don?t want to put any more in the street, because there?s already enough trash and debris out there all over the place from the storm. Texas judge OKs ban on Planned Parenthood funding

AUSTIN, Texas (AP) ? Texas can cut off funding to Planned Parenthood's family planning programs for poor women, a state judge ruled Monday.

Judge Gary Harger said that Texas may exclude otherwise qualified doctors and clinics from receiving state funding if they advocate for abortion rights, attorney general spokeswoman Lauren Bean said.

The state has long banned the use of state funds for abortion, but had continued to reimburse Planned Parenthood clinics for providing basic health care to poor women through the state's Women's Health Program. The program provides check-ups and birth control to 110,000 poor women a year, and Planned Parenthood clinics were treating 48,000 of them.

Planned Parenthood's lawsuit to stop the rule will still go forward, but the judge decided Monday that the ban may go into effect for now. In seeking a temporary restraining order, Planned Parenthood's patients could have continued to see their current doctors until a final decision was made.

"We are pleased the court rejected Planned Parenthood's latest attempt to skirt state law," Bean said. "The Texas Attorney General's office will continue to defend the Texas Legislature's decision to prohibit abortion providers and their affiliates from receiving taxpayer dollars through the Women's Health Program."

Ken Lambrecht, president and CEO of Planned Parenthood of Greater Texas, said he brought the lawsuit on behalf of poor women who depend on its clinics.

"It is shocking that once again Texas officials are letting politics jeopardize health care access for women," Lambrecht said. "Our doors remain open today and always to Texas women in need. We only wish Texas politicians shared this commitment to Texas women, their health, and their well-being."

Planned Parenthood has brought three lawsuits over Texas' so-called "affiliate rule," arguing it violates the constitutional rights of doctors and patients while also contradicting existing state law.

The Texas Health and Human Services Commission has spent the last nine months preparing to implement the affiliate rule. But federal officials warned it violated the Social Security Act and cut off federal funds for the Women's Health Program, prompting the commission to start a new program using only state money.

State officials have also scrambled to sign up new doctors and clinics to replace Planned Parenthood. Women who previously went to Planned Parenthood clinics will now have to use the agency's web site to find a new state-approved doctor.

On Friday, HHSC officials acknowledged they are unsure whether the thousands of new doctors can pick up Planned Parenthood's caseload in all parts of the state.

"I vehemently disagree with the state's efforts to blacklist a qualified provider and, thereby, interfere with a woman's right to choose her own provider," said state Rep. Donna Howard, D-Austin. "I will be submitting a letter to the Texas Health and Human Services Commission, requesting a list of approved providers to gauge the outreach of the new program, and ensure that all qualified women throughout the state have access to its services."

Another hearing is scheduled with a different judge for Jan. 11, where Planned Parenthood will again ask for an injunction to receive state funding.

Sports Year in Review: For Aggie football, a tough season

Aggie head coach DeWayne Walker tutors a defensive back during a practice in mid-August. A year that started with high hopes quickly turned into disappointment for New Mexico State football.

LAS CRUCES ? The New Mexico State Aggie football team entered the year with high expectations: After an improved 2011 season, the hope was the team could take a similar step forward and challenge for its first bowl game since 1960.

What followed was an unmitigated disaster, with the team winning its first game, losing every other and finishing the year with a 1-11 record.

"It's been a long year," said head coach DeWayne Walker following the team's season finale, a 66-28 loss at Texas State.

"I got a lot of thinking to do," he added. "A lot of stuff to think about .... You don't want to go out like this."

The biggest issue facing the Aggies in 2012 was the personnel that left from the year prior: Weapons at key offensive positions across the board; an entire starting secondary; and four assistant coaches, highlighted by offensive coordinator Doug Martin, who all left the program during the offseason.

In turn the Aggie offense never totally got off the ground (after opening with 49 points against Sacramento State, NMSU averaged less than 16 the rest of the way) and the defense wasn't much better.

While the team played hard most weeks and prepared for each opponent, frustration was also apparent, with Walker often pointing to a lack of resources within the program - mentioning specifically the need for money for his assistant coaches, an increased emphasis on strength and conditioning and a better budget for recruiting.

After being blown out down the

stretch of the schedule, there was speculation that Walker could in fact leave the program, following a 10-40 record during his tenure at the school. Toward the tail-end of December, however, he's still in charge with four years remaining on his contract.

Much work remains at the program, although perhaps some offseason progress could be in store. A new president is expected to be announced at the school, and Walker's hopeful some of his wishes during the year could be granted.

Following the year that was Aggie football, and entering an independent schedule during the 2013 campaign, this is a program that has to get moving forward. And fast.

Kim Jung-in (an alias), a public relations officer, knew it would be difficult to raise her one-month-old daughter alone. But determined to try, she ignored family members who pressured her to opt for adoption, just as they had told her to have an abortion.

?I was confident I could get a job and take care of her on my own,? recalled Kim, 36, of the turbulent period four years ago. ?But I needed time to find work and persuade my parents I could do that.?

Time and understanding, she would find, were not on her side.

Kim met her boyfriend while working abroad for a Korean firm. They wanted to marry but her family would not give their blessing without meeting the prospective groom first. After they learned she was pregnant, the man convinced her to quit her job, saying he could support her.

But the man?s business fell through, and with scant resources, he convinced Kim to return to Korea unmarried. Despite promises to follow her, he vanished.

She ended up in Busan with her parents, who shunned her for giving birth out of wedlock ? a common response in Korean society. ?My mother cooked meals for me, but not for my baby,? she recalled. ?My father did not accept me as part of the family. I ran out of places to turn to.?

Kim may have been alone, but her story is not uncommon in a country where stigmatization and a lack of social services force many women to choose between abortion and adoption. While single mothers have raised their profile in recent years, groups supporting them say that the government must provide them with a safety net and begin to set straight a painful history.

The issue may be set to go under the spotlight as Korea prepares for its first female president, Park Geun-hye, who has promised to improve conditions for women. Support groups say whether Park pays attention to single mothers will be a bellwether of how thoroughly she plans to follow through on this pledge.

As yet, the President-elect?s team has not made specific policies for single mothers and they are not mentioned in its policy book of over 300 pages.

?Right now, they are included in the policies for single parents,? said an official from the policy committee of Park's Saenuri Party, requesting anonymity. ?Once the transition committee is launched, it is possible that the issues of unmarried mothers can be discussed there.?

Entrenched attitudes

The path for Kim to keep her child was precarious. In need of work, she jumped when she heard of a job in Seoul. But with her family refusing to babysit, she made what she felt was a necessary gamble, leaving the child in the care of an adoption agency, with the promise that if potential adoptive parents were interested, she would be called.

She soon received a text message from a social worker informing her that an adoption had been finalized. ?I cried a lot that I wanted my baby, but I was told it was impossible. After fighting for three months I got her back.?

According to Statistics Korea, some 2.1 percent of babies were born outside of marriage last year, the lowest rate among member nations of the Organization for Economic Cooperation and Development (OECD) and well below the OECD average of 36.3 percent.

Some 90 percent of Korean babies adopted internationally are from single mothers, seen as representative of the social pressures facing unmarried, pregnant women.

Han Seo Seung-hee, who works with the Korean Unwed Mothers Support Network (KUMSN), believes the attitude stems from deeply ingrained Confucian mores. ?Society thinks they are immoral,? she said. The attitude prevails in spite of concerns over the nation?s aging population. Moreover, social stigma against mothers who have children out of wedlock is underpinned by the specific expression in the Korean language referring to them, ?Mi-hon-mo?, often used a pejorative term.

Lee Jung-hee, a 31-year-old teacher in Gyeonggi Province, said people treated her differently when she decided after breaking up with her boyfriend, the father.

?You can?t tell people at work, or you have to lie to them. It?s like you are a criminal,? she said.

Even at the hospital, where she received care under her insurance program, the doctor ?suddenly turned really cold? when Lee said the father might not be present at birth. Other hospital officials asked why she did not go to a care center for single mothers.

?That?s when I realized, if you become a single mother in this country, it doesn?t matter if you have a family, if you have a good job or education, or who you are. You just become the bottom of society. People treat you like crap,? she said.

Han said on the national census, if a woman reports being unmarried, it neglects to ask whether she has children. Others point out that existing cash support reinforces the separation of families and institutional help rather than empowering women to raise their children alone.

According to numbers compiled by Truth and Reconciliation for the Adoption Community of Korea (TRACK), the government provides around 1 million won for each child in a family group home facility or an orphanage; and 250,000 won for every child in foster care. Korean families who adopt are supported with a 100,000 stipend. But single parents, including unwed and divorced parent receive 50,000 per month.

Lee, the teacher, didn?t want to be institutionalized in a group home.

?If you stay in such a place for a year, or two, or three, how do you ever start over again? Someone like me ? a professional ? if I get a little support from the government, I can get back on my feet and I am willing to work,? she said.

The monthly support for single parents falls well short of considering unexpected circumstances, Lee learned. Soon after birth, her son was diagnosed with Hirschsprung's disease, a disorder of the abdomen that required surgery.

Through support from KUMSN, she has been able to hire a babysitter, but her son?s frequent illness poses a problem for her work schedule.

Kim Jung-in, the public relations worker, said stigmatization does not stop with the mother. ?Most families don?t want to have get-togethers with single mothers and their children,? she said.

Reconciling the past, looking ahead

Jane Jeong Trenka, head of TRACK, said the high percentage of international adoptees that comes from unwed mothers binds the two groups together.

International adoptions from Korea picked up pace during the country?s rapid industrialization under the military dictatorship of Park Chung-hee, the late father of President-elect Park. Many such adoptees return to Korea to learn about the country or search for their birth parents.

Some scholars suggest that like other exports of human resources during that era, babies, especially those born out of wedlock, may have been seen as a tidy source of profit.

?The unwed mothers and their children are woven inextricably into the history of Korea's development,? said Trenka, an adoptee.

She said the stories of the families of adoptees reveal a ?complete lack of a social safety net and of course patriarchal practices which include intense discrimination by the society and the government against single mothers and their children.?

In recent years, grassroots awareness campaigns have helped bring the issue to light. Last year, the National Assembly passed an amendment to the Single Parent Law that by 2015 will ban adoption agencies from owning facilities for unwed mothers, which activists say will reduce the influence of the agencies in the women?s decision-making process.

Groups such as KUMSN say now is the time for the government to devise policies to shore up services.

The advocates say efforts must go beyond Park?s promise to increase cash support from 50,000 won to 150,000 won and bolster housing for single parents.

Activist Han said the government can start by collecting accurate statistics on unwed mothers, because it is believed many women do not report their status. KUMSN urges the incoming administration to consider diversifying housing options, tightening regulations over adoption practices, and providing better education for pregnant, unwed women on their options.

The government should mobilize a public awareness campaign to educate society on unwed women, the group says.

Lee, the mother, says the reasons women like her and their children should be treated as normal members of society are simple.

?I pay taxes, first of all. And then every child has the right to be happy,? she said.

?I gave birth to a kid, and he is going to grow up and work for this country. We can raise these kids and make them happy. People need to be open minded, not just for me, but for the children.?

College student's turtle project takes dark twist

(AP) ? Clemson University student Nathan Weaver set out to determine how to help turtles cross the road. He ended up getting a glimpse into the dark souls of some humans.

Weaver put a realistic rubber turtle in the middle of a lane on a busy road near campus. Then he got out of the way and watched over the next hour as seven drivers swerved and deliberately ran over the animal. Several more apparently tried to hit it but missed.

"I've heard of people and from friends who knew people that ran over turtles. But to see it out here like this was a bit shocking," said Weaver, a 22-year-old senior in Clemson's School of Agricultural, Forest and Environmental Sciences.

To seasoned researchers, the practice wasn't surprising.

The number of box turtles is in slow decline, and one big reason is that many wind up as roadkill while crossing the asphalt, a slow-and-steady trip that can take several minutes.

Sometimes humans feel a need to prove they are the dominant species on this planet by taking a two-ton metal vehicle and squishing a defenseless creature under the tires, said Hal Herzog, a Western Carolina University psychology professor.

"They aren't thinking, really. It is not something people think about. It just seems fun at the time," Herzog said. "It is the dark side of human nature."

Herzog asked a class of about 110 students getting ready to take a final whether they had intentionally run over a turtle, or been in a car with someone who did. Thirty-four students raised their hands, about two-thirds of them male, said Herzog, author of a book about humans' relationships with animals, called "Some We Love, Some We Hate, Some We Eat."

Weaver, who became interested in animals and conservation through the Boy Scouts and TV's "Crocodile Hunter" Steve Irwin, wants to figure out the best way to get turtles safely across the road and keep the population from dwindling further.

Among the possible solutions: turtle underpasses or an education campaign aimed at teenagers on why drivers shouldn't mow turtles down.

The first time Weaver went out to collect data on turtles, he chose a spot down the road from a big apartment complex that caters to students. He counted 267 vehicles that passed by, seven of them intentionally hitting his rubber reptile.

He went back out about a week later, choosing a road in a more residential area. He followed the same procedure, putting the fake turtle in the middle of the lane, facing the far side of the road, as if it was early in its journey across. The second of the 50 cars to pass by that day swerved over the center line, its right tires pulverizing the plastic shell.

"Wow! That didn't take long," Weaver said.

Other cars during the hour missed the turtle. But right after his observation period was up, before Weaver could retrieve the model, another car moved to the right to hit the animal as he stood less than 20 feet away.

"One hit in 50 cars is pretty significant when you consider it might take a turtle 10 minutes to cross the road," Weaver said.

Running over turtles even has a place in Southern lore.

In South Carolina author Pat Conroy's semi-autobiographical novel "The Great Santini," a fighter-pilot father squishes turtles during a late-night drive when he thinks his wife and kids are asleep. His wife confronts him, saying: "It takes a mighty brave man to run over turtles."

The father denies it at first, then claims he hits them because they are a road hazard. "It's my only sport when I'm traveling," he says. "My only hobby."

That hobby has been costly to turtles.

It takes a turtle seven or eight years to become mature enough to reproduce, and in that time, it might make several trips across the road to get from one pond to another, looking for food or a place to lay eggs. A female turtle that lives 50 years might lay over 100 eggs, but just two or three are likely to survive to reproduce, said Weaver's professor, Rob Baldwin.

Snakes also get run over deliberately. Baldwin wishes that weren't the case, but he understands, considering the widespread fear and loathing of snakes. But why anyone would want to run over turtles is a mystery to the professor.

"They seem so helpless and cute," he said. "I want to stop and help them. My kids want to stop and help them. My wife will stop and help turtles no matter how much traffic there is on the road. I can't understand the idea why you would swerve to hit something so helpless as a turtle."

China tightening controls on Internet

China's new communist leaders are increasing already tight controls on Internet use and electronic publishing following a spate of embarrassing online reports about official abuses.

The measures suggest China's new leader, Xi Jinping, and others who took power in November share their predecessors' anxiety about the Internet's potential to spread opposition to one-party rule and their insistence on controlling information despite promises of more economic reforms.

"They are still very paranoid about the potentially destabilizing effect of the Internet," said Willy Lam, a politics specialist at the Chinese University of Hong Kong. "They are on the point of losing a monopoly on information, but they still are very eager to control the dissemination of views."

This week, China's legislature took up a measure to require Internet users to register their real names, a move that would curtail the Web's status as a freewheeling forum to complain, often anonymously, about corruption and official abuses. The legislature scheduled a news conference Friday to discuss the measure, suggesting it was expected to be approved.

That comes amid reports Beijing might be disrupting use of software that allows Web surfers to see sites abroad that are blocked by its extensive Internet filters. At the same time, regulators have proposed rules that would bar foreign companies from distributing books, news, music and other material online in China.

Beijing promotes Internet use for business and education but bans material deemed subversive or obscene and blocks access to foreign websites run by human rights and Tibet activists and some news outlets. Controls were tightened after social media played a role in protests that brought down governments in Egypt and Tunisia.

In a reminder of the Web's role as a political forum, a group of 70 prominent Chinese scholars and lawyers circulated an online petition this week appealing for free speech, independent courts and for the ruling party to encourage private enterprise.

Xi and others on the party's ruling seven-member Standing Committee have tried to promote an image of themselves as men of the people who care about China's poor majority. They have promised to press ahead with market-oriented reforms and to support entrepreneurs but have given no sign of support for political reform.

Communist leaders who see the Internet as a source of economic growth and better-paid jobs were slow to enforce the same level of control they impose on movies, books and other media, apparently for fear of hurting fledgling entertainment, shopping and other online businesses.

Until recently, Web surfers could post comments online or on microblog services without leaving their names.

That gave ordinary Chinese a unique opportunity to express themselves to a public audience in a society where newspapers, television and other media are state-controlled. The most popular microblog services say they have more than 300 million users and some users have millions of followers reading their comments.

The Internet also has given the public an unusual opportunity to publicize accusations of official misconduct.

A local party official in China's southwest was fired in November after scenes from a videotape of him having sex with a young woman spread quickly on the Internet. Screenshots were uploaded by a former journalist in Beijing, Zhu Ruifeng, to his Hong Kong website, an online clearing house for corruption allegations.

Some industry analysts suggest allowing Web surfers in a controlled setting to vent helps communist leaders stay abreast of public sentiment in their fast-changing society. Still, microblog services and online bulletin boards are required to employ censors to enforce content restrictions. Researchers say they delete millions of postings a day.

The government says the latest Internet regulation before the National People's Congress is aimed at protecting Web surfers' personal information and cracking down on abuses such as junk e-mail. It would require users to report their real names to Internet service and telecom providers.

The main ruling party newspaper, People's Daily, has called in recent weeks for tighter Internet controls, saying rumors spread online have harmed the public. In one case, it said stories about a chemical plant explosion resulted in the deaths of four people in a car accident as they fled the area.

Proposed rules released this month by the General Administration of Press and Publications would bar Chinese-foreign joint ventures from publishing books, music, movies and other material online in China. Publishers would be required to locate their servers in China and have a Chinese citizen as their local legal representative.

That is in line with rules that already bar most foreign access to China's media market, but the decision to group the restrictions together and publicize them might indicate official attitudes are hardening.

That comes after the party was rattled by foreign news reports about official wealth and misconduct.

In June, Bloomberg News reported that Xi's extended family has amassed assets totaling $376 million, though it said none was traced to Xi. The government has blocked access to Bloomberg's website since then.

In October, The New York Times reported that Premier Wen Jiabao's relatives had amassed $2.7 billion since he rose to national office in 2002. Access to the Times' Chinese-language site has been blocked since then.

Previous efforts to tighten controls have struggled with technical challenges in a country with more than 500 million Internet users.

Microblog operators such as Sina Corp. and Tencent Ltd. were ordered in late 2011 to confirm users' names but have yet to finish the daunting task.

Web surfers can circumvent government filters by using virtual private networks ? software that encrypts Web traffic and is used by companies to transfer financial data and other sensitive information. But VPN users say disruptions that began in 2011 are increasing, suggesting Chinese regulators are trying to block encrypted traffic.

Curbs on access to foreign sites have prompted complaints by companies and Chinese scientists and other researchers.

In July, the American Chamber of Commerce in China said 74 percent of companies that responded to a survey said unstable Internet access "impedes their ability to do business."

Chinese leaders "realize there are detrimental impacts on business, especially foreign business, but they have counted the cost and think it is still worthwhile," said Lam. "There is no compromise about the political imperative of controlling the Internet."

Smart TV owners seemingly tuning out most apps

They may be called smart TVs, but that doesn?t stop the vast majority of us from using them as basic boob tubes. A new NPD Group report claims that most people use their Internet-enabled televisions to stream video services like Netflix or Hulu Plus, and?? actually, not much else.

Streaming music services manage to entertain around 15 percent of smart TV owners, but all of the more ballyhooed interactive aspects of Internet-enabled TVs???think Facebook, Twitter, Web browsers, and all those apps, games, and email widgets that come preloaded in newer HDTVs???are left completely untouched by most people.

The NPD Group?chalks the trend?up to a few different factors, the biggest of which being the simple fact that most people consider televisions sets to be, well, televisions???not computing devices. The proliferation of secondary Internet-enabled devices (like consoles and Blu-ray players) and the rise of local digital streaming options (like AirPlay, DLNA, and Samsung AllShare) may also be both confusing customers and cannibalizing traditional smart TV services, NPD theorizes.

We?ll add another possible factor: The molasses-slow processors in most smart TVs make anything beyond simple content streaming a major usability pain. Trying to browse your Facebook News Feed on a television is often a tremendously laggy exercise in frustration.

Fortunately, consumer disinterest in the Internet-enabled bells and whistles may just make the basic video-streaming functions of smart TVs more pleasant to use going into the future???at least if manufacturers listen to the NPD?s closing advice: ?Focus less on new innovation in this space and more on simplification of the user experience.?

Children, many ill, would be victims of Russia ban on U.S. adoption

MOSCOW (Reuters) - Family Christmas cards and smiling snapshots of children sent by their adoptive American parents fill Galina Sigayeva's office in Russia's second city St Petersburg.

Many of them were crippled by illness and in desperate need of medical care before her agency helped organise their adoption into U.S. families, she recalls.

Children's rights campaigners say children like these will suffer most if President Vladimir Putin approves a law barring American adoptions that has been rubber-stamped by Russian lawmakers. The act retaliates against a new U.S. law that will punish Russians accused of human rights violations.

Critics of the bill say Russian orphanages are woefully overcrowded and the fate of vulnerable children should not be used as a bargaining chip in a bilateral feud.

"These children are not even offered to foreigners until they get a certain number of (adoption) refusals from Russians," said Sigayeva, a neatly styled brunette who heads the New Hope Christian Services Adoption Agency.

"These are children with complicated diagnoses, really complicated. They are very ill children."

She smiled as she flipped through photos of children embraced by their adoptive parents, playing with family pets and enjoying presents and other trappings of holiday cheer.

"What surprises me is that here they all look so healthy, so fantastic, but you should see what they look like when they are taken from here," Sigayeva said.

"Some had to be carried to the border. We had a girl with hepatitis whom we helped from the emergency room."

Both sides in the heated debate surrounding the bill agree Russia's orphanage system is overwhelmed, riddled with corruption and most failing to place children in families.

More than 650,000 children are considered orphans in Russia - though some were rejected by their parents or taken from dysfunctional homes. Of that total, 110,000 lived in state institutions in 2011, according to the Ministry of Science and Education.

By contrast, in the United States - which has more than twice Russia's population - about 58,280 children were living in group homes and institutions last year, according to the U.S. Department of Health and Human Services.

Adoptions by Russian families remain modest, with some 7,400 adoptions in 2011 compared with 3,400 adoptions of Russian children by families abroad.

Russian politicians say it is an embarrassment that the country cannot care for its own, and supporters of the measure argue it will help stimulate reform and domestic adoptions.

"Foreign adoption is a result of the state and society's lack of attention to orphans ... It is, if you will, a result of our indifference," Prime Minister Dmitry Medvedev told officials at a ruling party congress last week.

American families adopt more Russian children - 956 last year - than those of any other country. Of the children adopted by Americans in 2011, 9 percent - or 89 - were disabled, according to official Russian figures.

Opponents of the legislation, who include senior officials such as Foreign Minister Sergei Lavrov, say politicking should not deprive orphans of this chance at better life.

"Russia is not able to provide for all its orphans," Boris Altshuler, director of the Moscow-based Rights of the Child advocacy group, said. "Although 1,000 is a small fraction - it was a help."

Deputy Prime Minister Olga Golodets has said the ban would violate international treaties on child rights, and the Kremlin's own human rights council called it unconstitutional.

"AMERICAN ROULETTE"

The ban responds to a U.S. law known as the Magnitsky Act, which punishes Russians suspected of being involved in the death in custody of anti-graft lawyer Sergei Magnitsky in 2009, and of other human rights violations, by barring them from entering the United States.

In a pointed echo of the Magnitsky Act, Russia's legislation is named the Dima Yakovlev law, after a Russian-born toddler who died of heat stroke after his American adoptive father left him locked in a sweltering car.

His death and that of 19 other Russian-born children in the hands of U.S. citizens in the last decade has helped drive support for the bill and for tougher adoption rules in a deal with the United States in June.

"It's American roulette," said Pavel Astakhov, Russia's Children's Rights Commissioner and a supporter of the ban.

"One handicapped girl from Russia got lucky. She was Jessica Long - a Paralympic champion. Another did not. She was Masha Allen ... who was raped by her paedophile adoptive father."

DISABLED CHILDREN

If Putin signs it into law, the ban will come into force on January 1, most immediately affecting the fate of children whose adoption is in the works.

The placement of 46 children with American families will be cancelled, Astakhov told the Interfax news agency on Wednesday.

"There is terrible irony in the fact that America's decision to speak out against human rights violations may cause the Russian government to deny many thousands of Russian orphans the possibility to grow up in loving, adoptive families," said Chuck Johnson, president of National Council For Adoption, a non-profit advocacy group based in Alexandria, Virginia.

Sigayeva, of the New Hope Christian Services Adoption Agency, said a six-month halt on American adoptions until a new bilateral deal entered force in November showed how it would aggravate problems in Russia's strained child-protection system.

"Hospitals were overwhelmed. There was no room in orphanages or hospitals for children whom their parents had rejected. So what's next then?" said Sigayeva, whose agency has helped place some 200 children in American families since 1992.

Advocates who work with disabled children say a reform proposal drafted by Astakhov ignores their plight. They say it calls for a reduction in the number of institutions caring for children with disabilities without explaining how they will find foster homes and medical care.

"No concrete measures are being suggested. Nothing exists but a lot of children's pain, which will only increase now," said Sergei Koloskov, a campaigner for children with Down's Syndrome.

"They are being left parentless in addition to being ill."

PHILADELPHIA (CBS) ? Parental Guidance is a family comedy that tugs on the heartstrings as it tickles the parent-child funny bone.

Well-matched old pros Billy Crystal and Bette Midler play Artie and Diane Decker.?? He?s a baseball announcer for a minor league California baseball team ?- a job he loves ? who has just been shown the door.? She?s a former TV weathercaster who wishes they had more contact with their daughter and three grandchildren.

Their daughter and son-in-law, preposterously progressive parents living in Atlanta (played by Marisa Tomei and Tom Everett Scott), ask them to watch their three kids (Bailee Madison, Joshua Rush, and Kyle Harrison Breitkopf) for five days in their high-tech home while they?re away on a business trip/much-needed vacation.

Grumpy Artie is unenthusiastic about the idea, but Diane sees it as a chance for them to come out from under their long-distance label as the ?other grandparents.?

But their old-school childrearing ways don?t match the Type-A ?helicopter? parenting that their coddled grandchildren are used to getting.

Director Andy Fickman (You Again, The Game Plan, She?s the Man, Race to Witch Mountain) raises his game with this pleasantly watchable comedy, working from a connect-the-dots script by screenwriting spouses Lisa Addario and Joe Syracuse that, hoping to play like a companion-piece ?Grandparenthood? to Ron Howard?s Parenthood, stays on the charted path throughout.

Crystal, also a producer, appears in his first live-action film since 2002?s Analyze That, working in enough of his trademark shtick to leave his effective but perhaps overly self-centered footprint all over the finished product.

Crystal and Midler easily display their sharp, skilled comic timing, and the three kids hold their own opposite them.

And while there are a few scenes that strain credulity and lay an egg, there are an equal number of legitimately heartwarming exchanges that register and resonate for the family audience.

Much more focused on eternal verities than trailblazing creativity, and not all that inspired but nonetheless not exactly tired, Parental Guidance offers laughs and heart and folk wisdom for the family audience.? Not a bad deal.

So we?ll babysit 2? stars out of 4 for an undemandingly pleasant and sporadically funny parenting-values comedy that is, appropriately enough, rated PG.? Parental Guidance isn?t suggestive, but is suggested.? And recommended.

DC hotels less busy for Obama's 2nd inauguration

WASHINGTON (AP) ? Visitors coming to the nation's capital for President Barack Obama's second inauguration can't stay in the one place President Ronald Reagan's family once called an eight-star hotel. That spot is the White House, and it's booked for the next four years. Still, inauguration-goers have a range of lodging options ? from crashing on a friend's couch to rooms that cost thousands of dollars a night.

With second inaugurations tending to draw fewer spectators, finding a place to stay in Washington won't be nearly as difficult as in 2009.

City officials are expecting 600,000 to 800,000 visitors for the Jan. 21 inauguration, far less than the 1.8 million people who flooded the National Mall four years ago to witness the inauguration of America's first black president. Back then, some hotels sold out months in advance and city residents rented out their homes for hundreds of dollars a night. This time, hotels say they're filling up more slowly, with rooms still available and prices at or slightly below where they were four years ago.

"Very few hotels are actually sold out at this point, so there's a lot of availability," said Elliott Ferguson, CEO of the tourism bureau Destination DC, who added that he expected demand to pick up after Christmas.

In 2009, hotel occupancy in the city for the night before the inauguration was 98 percent, and visitors paid an average daily rate of more than $600 that night, according to STR, a company that tracks hotel data. This time, some hotels still have half their rooms available. As a result, some establishments have relaxed minimum stays from four nights to three and could drop prices closer to the inauguration if demand does not increase.

Despite the muted enthusiasm, many of the city's posh hotels are still offering pricy packages. Visitors with an unlimited budget can check in to accommodations almost as grand and historic as the White House.

At The Willard hotel, about a block from the White House, rooms were still available starting at more than $1,100 a night with a four-night minimum. That means every guest will pay more than President Abraham Lincoln did when he checked out after his 1861 inauguration and paid $773.75 for a stay of more than a week.

At the Park Hyatt hotel in northwest Washington, where rooms start at $849 a night with a four-night minimum stay, the presidential suite is still available. For the 57th presidential inauguration next month, the hotel is charging $57,000 for a four-night package in the suite that includes butler service. And no one has yet booked $100,000 packages at the Fairmont hotel or the Ritz-Carlton.

A number of the city's luxury hotels plan special treats for guests, some of whom will be paying two to five times as much to stay during the inauguration compared with staying in the same room a week before. At the Ritz-Carlton, for example, where rooms start at about $1,100 per day, guests will get to bring home commemorative pillowcases embroidered with the official inauguration seal and their initials.

There are options for visitors looking to spend less, too, though some wallet-friendly choices have filled quickly.

Rooms at HI-DC, a hostel in downtown Washington, were sold out the day after the Nov. 6 election, with a bed in a dorm room going for $50 a night and private rooms for $150. With all the rooms sold, the hostel is finalizing plans for an election trivia night for guests.

Aunt Bea's Little White House, a six-room bed and breakfast in northeast Washington, still had two rooms available the week before Christmas, with rates starting at $225 a night. Innkeeper Gerald Duval said that included a bottle of champagne and a commemorative coin. There'll also be red-and-white bunting on the home's porch along with cutouts of the president and first lady.

Farther from downtown, the Best Western Plus hotel in Rockville, Md., was about 80 percent full with rooms at about $180 a night, down from a $209 starting rate. Director of Sales Ron Wallach said the hotel targeted some groups before the election, including students, journalists and the Secret Service, in order to fill its rooms.

Other travelers looking for budget-friendly prices may have success with websites like Craigslist or Airbnb, where homeowners offer their places for a price. More than 200 Craigslist housing posts in the area included the word "inauguration." Airbnb said it expected approximately 2,000 people to stay in Washington during the inauguration using its site.

Other travelers have told friends and family living in the area to plan on having guests. Lauren Hines and her husband had three people stay at their small Capitol Hill apartment during the 2009 inauguration, so many that one slept in a hallway. She and her husband now live in nearby Alexandria, Va., and planned to host her father-in-law, and maybe mother-in-law, from Ohio. Hines said they didn't even consider a hotel.

"They know that they've always got a place with us," she said.
