Key wheat genetic codes unlocked

Scientists have unlocked key parts of the complex genetic code of wheat, one of the world's most important crops, which could help improve food security.

The team hopes the data will accelerate the development of varieties more resilient to stresses, such as disease and drought, that cause crops to fail.

The 2012 wheat harvest was hit by extreme weather events around the globe, causing a sharp rise in prices.

Details of the findings have been published in the journal Nature.

In 2011, the global output of 681 million tonnes made bread wheat the third most-produced food crop (behind maize and rice) and accounted for about 20% of the calories consumed by the world's population.

The study - involving UK, US and German scientists - has built on the 2010 publication of the draft genome, resulting in the development of tools that can decipher the genetic code of segments of the genome.

The researchers hope the information could help breeders produce varieties that are better suited to cope with future threats to production yields.

Key traits

"One of the things about why bread wheat is grown all over the world is that you are able to adapt it to local environments," explained co-author Neil Hall from the University of Liverpool's Institute of Integrative Biology.

"The tools we have generated will allow people to more rapidly identify where in the genome these traits are located and breed them into new lines."

Prof Hall told BBC News that the tool would also "help identify disease resistance and better grain quality".

"We know that there are wild varieties that are particularly good when it comes to drought resistance or flood resistance, but they have very low productivity," he added.

"You have got to get those high-productivity traits into backgrounds that are more resistant to things like drought or disease."

The researchers say that breeders and researchers will now be able to select plants with desirable combinations of genes using the genetic landmarks (known as markers) identified in the study.

"With markers, breeders can track the genetic make-up of plants when new varieties are being bred," explained co-author Prof Mike Bevan from the John Innes Centre, Norfolk.

"Plants lacking the desired traits can be eliminated more efficiently, and those with the desired characteristics identified more quickly, speeding up the production of new varieties."

Prof Hall said that while it was difficult to forecast when the first varieties of wheat using the new technique would be grown, he said that it was possible that it could be as little as five years.

Prof Douglas Kell, chief executive of the UK's Biotechnology and Biological Sciences Research Council, which funded the research, commented: "In the face of this year's wheat crop losses, and worries over the impact on prices for consumers, this breakthrough in our understanding of the bread wheat genome could not have come at a better time.

"This modern strategy is a key component to supporting food security and gives breeders the tools to produce more robust varieties with higher yields."

Need for Channel Islands Businesses to take information security ...

Businesses are seriously over-estimating the strength of their information security measures, leaving themselves open to being defrauded, and reducing their attractiveness to potential clients in emerging markets.

These are key findings in the 2013 PwC, CIO magazine and CSO magazine?s ?Global State of Information Security Survey??, and Nick Vermeulen, head of Advisory services at PwC Channel Islands, believes these issues are of vital importance to local businesses looking to expand eastwards.

The 10th annual survey of more than 9,300 top-ranking Executives from 128 countries found that 68 percent of respondents report confidence in the effectiveness of their organisation?s information security activities. In addition, nearly half (42 percent) view their organization as a ?front-runner? in information security strategy and execution.

However, the survey finds that only 8 percent actually qualify as true information security leaders.?PwC defines ?leaders? as companies that have a chief information security officer (or CISO equivalent) in place, have an overall information security strategy, have measured and reviewed the effectiveness of their security in the last year, and understand exactly what types of security events have occurred.

Also worryingly, in today?s world of ?big data,? the survey finds that most organizations are keeping looser tabs on their data today than in years past. Fewer than 35 percent of respondents said they have an accurate inventory of employee and customer personal data, and only 31 percent reported they had an accurate accounting of locations and jurisdictions of stored data.

Fewer than half of the respondents (45 percent) expect an increase in their information security budgets in the next 12 months, despite an increase in the number reporting 50 or more security incidents (13 percent). While multiple factors shape security budgets, the primary determinant is the economic environment and information security concerns are far down the list.

Nick Vermeulen highlights the fact that among all regions, Asia has the fewest respondents who expect a decrease in security budgets this year. For Asia, years of investment is now paying off as it leads the world in security practices and performance. As for keeping up with new challenges, Asia rates highly for mobile security initiatives and cloud security strategy.

Mr Vermeulen suggests this trend is highly relevant for our finance industries locally, which are affected by the global shift of capital flow to the east. He commented:

?We need to factor in the expectations these markets will have around how we do business with them. If we are to succeed in building strong relationships with them, we need information security that meets or exceeds their own standards and there will also quite likely be a high benchmark set for us to reach, on every aspect of how we use digital technology to do communicate and do business.?

He goes on to stress the urgent need for both islands to have strategies in place for developing a digital economy: ?We must ensure businesses operating from our islands have all the support they need both to get the basics right and transform their businesses to a digital model and prosper,? added Mr Vermeulen.

GOMA, Congo (AP) ? The resurgent conflict in the vast African nation of Congo involves several armed groups, at least two other countries and the minerals that go into handhelds and laptops, probably including the one you're reading this story on if you're seeing it on a device.

It's complicated but it boils down to a struggle for wealth, ethnic animosity and a lack of central government control. Here are some of the issues:

THE COUNTRY

Congo is sub-Saharan Africa's biggest country, stretching from the Atlantic Ocean in the west to two-thirds of the way across the continent. It is plagued by a lack of roads and railways. The feeble government in the capital Kinshasa is nearly 1,000 miles (1,600 kilometers) away from Goma, the strategic eastern town that was seized by M23 rebels on Nov. 20. A succession of rebel groups and warlords have for years taken advantage of the power vacuum to get a piece of the mining action in eastern Congo.

MINERALS

Eastern Congo is estimated to have mineral deposits worth trillions of dollars, according to mining experts. The area holds about 70 percent of the world's supply of tantalum, a metal used in cellphones, tablets, laptops and other computers, according to the U.S. Geological Survey. The eastern region also has massive amounts of gold, tin, tungsten, copper, coltan and cobalt. Much of the ore mined is smuggled out of Congo and passes through Rwanda, Uganda or Burundi, according to the Enough Project, a Washington-based organization campaigning against conflict minerals. Some 450,000 artisanal miners work in eastern Congo, according to the U.S. Geological Survey.

M23 REBELS

The M23 rebel group was formed almost eight months ago by former members of a now defunct insurgent group that had been incorporated into the Congolese army as part of a March 23, 2009, peace agreement. The new group was created by the former rebels who deserted from the army. Their name refers to the date of the peace agreement, which M23 accuses the government of not honoring. Since May, M23 has seized territory in North Kivu province, culminating last week with the capture of Goma, a lakeside city of 1 million and a key trading hub bordering Rwanda.

THE TERMINATOR

M23 is believed to have been created by warlord Bosco "The Terminator" Ntaganda, who had been a leader of the former rebel group, the National Congress for the Defense of the People, or CNDP. The CNDP was backed by Rwanda, which also allegedly arms and gives other support to M23. As part of the 2009 agreement, Ntaganda, Ntaganda was made was made a general in the army and deputy commander for an operation meant to go after a militia made of Hutus who took part in Rwanda's genocide. In early 2012, Congolese President Joseph Kabila came under international pressure to arrest Ntaganda and transfer him to the Hague to face war crimes charges in the International Criminal Court. Ntaganda avoided immediate arrest, launched a mutiny and was joined by some loyal men who are believed to have formed M23. Kabila, whose father had led a rebellion in 1997 that toppled dictator Mobutu Sese Seko, had also vowed to dismantle a parallel chain of command that Ntaganda established in eastern Congo's North Kivu and South Kivu provinces. Ntaganda had operated lucrative businesses with other army officers in the east, including a smuggling racket taking minerals into neighboring Rwanda, according to a U.N. report released on Nov. 21.

RWANDA

Rwanda has backed rebels groups in eastern Congo as a defense against other militias of Hutu extremists, many responsible for Rwanda's 1994 genocide, who operate in east Congo. But many analysts also think Rwanda is motivated to support sympathetic power networks in the east so that it can profit from the export of smuggled Congolese minerals. M23's success has been due to direct support from powerful figures in Rwanda and neighboring Uganda, according to U.N. investigators researching the conflict in eastern Congo. The report says that high-ranking Rwandan government and army figures, most notably Defense Minister James Kabarebe and Chief of Defense Staff Charles Kayonga, have supported the M23 by providing recruits, sophisticated arms, ammunition and finances. Rwanda also wants to use M23 as a Tutsi force to counter the Hutu rebels of the FDLR, also operating in eastern Congo, said the U.N. report. The Rwandan government of President Paul Kagame vehemently denies it supports M23.

UGANDA

Uganda has also supported the M23, although on a smaller scale, said the U.N. report. This has allegedly been driven by a few powerful Ugandans intent on profiteering from access to Congo's rich mineral resources. Uganda denies supporting M23. The rebels feel comfortable in Uganda and can come and go as they wish. Their external relations official is now based in Kampala, Uganda's capital. The U.N. report did not accuse Uganda of orchestrating an official policy of backing the rebels, but it said some within the military were using their influence to procure arms and ammunition for the rebels. The U.N. investigators even claim that units of the Rwandan and Ugandan armies have fought alongside M23 soldiers against the Congolese army. A "mixed brigade" of Rwandan and Ugandan soldiers allegedly numbered more men than the massed ranks of the M23 forces, said the U.N. report.

WHAT'S NEXT

The Congolese army ? underfed, poorly supplied and rarely paid ? have repeatedly retreated in the face of M23 attacks. Even if the rebels withdraw from Goma now, military experts say the well-organized, well-supplied M23 will remain to seize the key city again. U.N. investigators claim that the ultimate goal of M23 and Rwanda is the annexation of the North and South Kivu provinces and the region's mineral wealth. They say the battle for Goma may be just the beginning of a long and bloody conflict for control of eastern Congo.

Recent case: Anthony works as an environmental specialist for the Ohio Environmental Protection Agency (OEPA). Anthony is black; his co-workers are white.

For years, his supervisor urged Anthony to improve his communication and writing skills. Anthony was reassigned part time to an emergency-response team, which gave him opportunities to work overtime hours.

But his supervisor continued to criticize his work, especially how he performed his new duties.

Claiming he wanted to help Anthony succeed, the supervisor gave him training materials and created a test to assess whether Anthony was improving his knowledge base. Anthony failed the first test and then barely passed on a second try. Ulti??mately, Anthony was pulled from the emergency-response team, cutting his overtime hours.

Anthony sued, alleging that the special test discriminated against him on account of his race. He argued that making him take the test was direct evidence of discrimination, since no one else had to take it.

The court tossed out his lawsuit. It reasoned that the only reason the test was created was because Anthony was performing poorly. Since his poor work was documented, the OEPA won. (Campbell v. Nally, et al., No. 2:10-CV-1129, SD OH, 2012)

Final note: Of course, if any white employees (or others outside Anthony?s protected class) had been performing as poorly as he did, OEPA would have had to make them take the test, too. In cases like this, it?s critical to treat all employees alike. Poor performance will almost always justify additional training and testing?as long as all poor performers have to participate.

In Hawaii, a coral reef infection has biologists alarmed

HANALEI, Hawaii ? When compiling a list of places that may be described as paradise, Hanalei Bay on the rugged north shore of the island of Kauai surely qualifies.

The perfect crescent bay, rimmed by palm trees, emerald cliffs and stretches of white sand, has always had a dreamy kind of appeal. It was on these shores that sailors in the movie "South Pacific" sang of the exotic but unattainable "Bali Ha'i."

The problem is what lies below the surface of the area's shimmering blue waters.

Since June, a mysterious milky growth has been spreading rapidly across the coral reefs in Hanalei and the surrounding bays of the north shore ? so rapidly that biologist Terry Lilley, who has been documenting the phenomenon, says it now affects 5% of all the coral in Hanalei Bay and up to 40% of the coral in nearby Anini Bay. Other areas are "just as bad, if not worse," he said.

The growth, identified by scientists at the U.S. Geological Survey as both a cyanobacterial pathogen ? a bacteria that grows through photosynthesis ? and a fungus, is killing all the coral it strikes, and spreading at the rate of 1 to 3 inches a week on every coral it infects.

"There is nowhere we know of in the entire world where an entire reef system for 60 miles has been compromised in one fell swoop. This bacteria has been killing some of these 50- to 100-year-old corals in less than eight weeks," Lilley said. "Something is causing the entire reef system here in Kauai to lose its immune system."

The discovery of the new coral disease is only one of a number of ailments afflicting nearly all the world's coral reefs, which are threatened by poisonous runoff, rising oceans, increasingly acidic waters and overfishing.

But this one could jeopardize a multibillion-dollar tourist industry in Hawaii, which depends on the stunning displays of color and wildlife for divers and snorkelers. That is especially true along the beaches of Kauai, where the north shore with a few exceptions remains a place of pristine natural beauty.

"It's very alarming," said Wendy Wiltse of the federal Environmental Protection Agency in Honolulu. "All of us are concerned about it. We want to do more. Part of the problem is we don't know what to do, especially in the case of a disease that's spread by a pathogen. It's not like we can put antibiotics in the ocean."

Researchers at the U.S. Geological Survey reported last week that the disease had reached epidemic proportions. "This is the first time a cyanobacterial/fungal disease on this scale has been documented in Hawaiian corals," Thierry M. Work, USGS wildlife disease specialist, said in an analysis released Wednesday.

Scientists say there are no signs so far that the bacteria killing the coral are dangerous to humans or wildlife, though they are conducting further tests.

But Lilley, who does not hold a graduate degree but dives daily around the reefs all across the north shore, said he has documented a large number of cases of black-and-white toby fish feeding near diseased corals that turned completely black, lost their fins and died.

He has also videotaped a sea turtle, seen feeding on seaweed growing out of an infected coral, whose eyes seemed to have rotted away. When Lilley saw it, the creature was bumping blindly into the reef in an attempt to find food.

The disease was first spotted around Hanalei in 2004, but "at very low levels," and is the fourth coral disease outbreak documented in the state since 2009, said Greta Aeby, a coral expert with the University of Hawaii Institute of Marine Biology who has been working with Lilley to document the phenomenon.

"Hawaii's reefs are in decline. They are faced with the chronic stressors of land-based pollution, overfishing and human use. The reefs have been dealing with these problems for years, and are starting to show the signs," she said. "We need to help people understand the seriousness of the situation before it is too late."

Lilley said the rapid growth of the coral disease this year followed two years of heavy sedimentation traveling down the Hanalei River, which he believes could be traced to development upstream and heavy rains.

Thick mud often coated the corals, he said, and studies paid for by a community group showed high levels of heavy metals in the water ? studies that were dismissed by the state Department of Health, which said such metals were natural to the volcanic soil of Hawaii.

Wiltse said other studies had shown high levels of sewage-related bacteria in the Hanalei River, probably because the town of Hanalei has no sewer system and homes are connected to cesspools and septic systems.

"There have also been some studies of sediment and nutrients, primarily in Hanalei River, and during rain events, there is excessive suspended sediment in the river, exceeding water quality standards," she said. "I've seen plumes extending into the ocean. I've seen sediment settling on corals."

But is that what led to the recent outbreak of a bacterial infection? No one can say. Lilley theorizes that pollution could have weakened the coral and made it more susceptible to a bacterial outbreak, but can't be certain.

In a preliminary review in September, the USGS said the general health of coral reefs along Kauai's north shore was poor. "The overall picture was one of a severely degraded reef impacted by sediments and turf algae," the agency's report said, with symptoms of "chronic stress."

Work, the USGS scientist, said the loss of coral meant a danger of losing the fish, turtles and various invertebrates that depend on it for sustenance and shelter.

"A lot of people come to Hawaii in part because it is a beautiful place both on land and in the water, so coral reefs are a resource with tangible economic value," he said. "Like it or not, ecosystem health is closely intertwined with human and animal health."

In August, the Law Commission released its report on harmful digital communications, which recommended a new electronic communications offence for those aged 14 and over and the establishment of a Communications Tribunal to enforce apologies, take-down and cease-and-desist orders, and unmask anonymous offenders.

Ms Collins said the Government was considering establishing an agency that would be the first point of call for harmful digital communications between individuals.

"The agency would be responsible for mediating and investigating complaints, liaising with website hosts and internet service providers, liaising across Government agencies such as the police and the privacy commissioner and providing a referral to the district court if needed."

The law should also be changed to make inciting suicide a criminal offence, regardless of whether the victim actually commits suicide or simply attempts it, she said.

But Ms Collins added that freedom of speech would be protected under any law changes.

"Free speech is something the majority of internet users hold very dearly. In my view the new offence should not be aimed at censorship or speech that offends just because it is offensive."

"The proposed effects would only be for communications that are grossly offensive, indecent, obscene, menacing, knowingly false, as well as the most serious instances of intimate recordings taken with consent but published without consent. That sets the bar very high."

S&P downgrades maverick Hungary on weak growth

BUDAPEST (Reuters) - Standard & Poor's on Friday cut Hungary's long-term credit rating, already in junk territory, by one notch to BB, saying its government's unpredictable policies could hurt medium-term growth.

The move came almost a year after S&P slashed Hungary to below investment grade on similar grounds and could hit the forint currency and Hungarian bonds when markets reopen on Monday, analysts said.

Further downgrades by other agencies are also likely as Hungary's prospects of clinching a financing deal with the International Monetary Fund and the European Union have all but vanished after a year of stop-go talks.

Its growth outlook has also been dimmed by a wave of tax hikes and fiscal cuts.

"The downgrade reflects our opinion that the government's unorthodox policies, including exceptional measures applied to the financial sector, could erode the country's medium-term growth potential," S&P said in a statement.

"This could eventually undermine the government's efforts to sustainably reduce general government debt."

Hungary's Economy Ministry reacted to the move with fury, saying S&P should "downgrade itself", arguing that its decision did not properly reflect the economy's fundamentals.

The three leading rating agencies have classified Hungary as "junk" for almost a year and Fitch has already said it plans to review Hungary's rating in the coming weeks.

"We can face a rating downgrade wave. The chance has increased that the forint will weaken to 290-295 ... while the government will continue to float the IMF deal," said David Nemeth, an analyst at ING Bank in Budapest.

Prime Minister Viktor Orban's government has repeatedly clashed with Brussels over his go-it-alone approach to cutting the deficit, which has tried to avoid outright austerity that might hurt public support.

Last month, his government again opted for tax hikes - on banks, foreign energy firms and public utilities - in a move that ran counter to IMF and EU advice.

In the past few weeks, Budapest has also chosen to plug a hole in its budget by extending a windfall tax on banks beyond 2013 and by announcing more new taxes - again, precisely the kind of measures its prospective lenders have opposed.

Orban faces elections in 2014, but analysts say the prospect of an IMF deal, which could restore his tattered policy credibility, is slight. The economy is mired in recession and Orban seem only ready to agree to a deal on his own terms.

S&P said it expected the government's fiscal targets to be met in the short term but said keeping the budget deficit under control could become increasingly difficult if growth remained subdued. Hungary's economy is expected to contract by more than 1 percent this year, and some analysts are predicting a recession next year.

S&P said the extension of taxes on the financial sector - which has been paying Europe's highest bank tax since 2010 - may further reduce banks' willingness to lend.

With its rating at BB and a stable outlook, S&P now has Hungary in the same category as Turkey, even though the fundamentals of the two economies are different in many ways.

But there is one similarity: Just like Turkey a few years ago, Hungary has been trying to buy time from investors by holding out the promise of an IMF deal.

"It seems that S&P was just as bored as the market in waiting a year for an IMF deal and so have downgraded," said Peter Attard Montalto at Nomura.

RATE CUT MAY YET COME

Hungary has announced three fiscal adjustment packages in the past few weeks to keep the budget deficit under the EU's ceiling of 3 percent of economic output to try to avoid losing millions of euros in EU development funds.

Its current account has been in surplus, but the domestic economy is in bad shape, with investment falling.

The Economy Ministry said the S&P downgrade should not be taken seriously.

"S&P tries to put the Hungarian economy into a category where there is no (other) country that has a budget deficit below 3 percent (of GDP), state debt on a declining course and a current account posting a sustained surplus," it said.

The forint traded at 282.50 against the euro at 1800 GMT, 0.4 percent weaker than it was before the downgrade, but it could fall further on Monday, when yields on longer maturity bonds could also rise 20-30 basis points.

The forint and bonds have been firming in recent months, supported by hopes of an IMF deal and the lure of high yields on global markets. Hungary's benchmark rate is at 6.25 percent, still offering a lucrative premium to investors.

"The forint has traded at the strongest end of its recent ranges in the past days. It's possible that it weakens now close to the weak end, beyond 285 of the euro on Monday," Nemeth said.

He said the central bank, which has been cutting interest rates steadily in the past three months to aid the economy, could cut further on Tuesday when it meets to decide on rates, provided the forint's falls are limited.

"I think the central bank will cut rates (despite the downgrade) if the forint stays firmer than 290, but they may halt (rate easing) if it weakens beyond 290," he said.

Elsevier has launched a new open access, online journal, Leukemia Research Reports. It will publish ?a range of peer-reviewed short form papers, including brief communications, case reports, letters to the editors, images and debate articles about basic and/or applied clinical research in leukemias, lymphomas, multiple myeloma and other hematologic malignancies.?

The editors of Leukemia Research Reports are: Dr Suneel Mundle (Janssen Services LLC and Rush Medical College, Chicago, IL) and Dr Meir Wetzler (State University of New York at Buffalo School of Medicine and Roswell Park Cancer Center, Buffalo, NY).

Hamas-Israel cease-fire takes hold but mistrust runs deep

CAIRO/GAZA (Reuters) - A ceasefire between Israel and Gaza's Hamas rulers took hold on Thursday after eight days of conflict, although deep mistrust on both sides cast doubt on how long the Egyptian-sponsored deal can last.

Even after the ceasefire came into force late on Wednesday, a dozen rockets from the Gaza Strip landed in Israel, all in open areas, a police spokesman said. In Gaza, witnesses reported an explosion shortly after the truce took effect at 9 p.m (1900 GMT), but there were no casualties and the cause was unclear.

The deal prevented, at least for the moment, an Israeli ground invasion of the Palestinian enclave following bombing and rocket fire which killed five Israelis and 162 Gazans, including 37 children.

But trust was in short supply. The exiled leader of Hamas, Khaled Meshaal, said his Islamist movement would respect the truce if Israel did, but would respond to any violations. "If Israel complies, we are compliant. If it does not comply, our hands are on the trigger," he told a news conference in Cairo.

Israeli Prime Minister Benjamin Netanyahu said he had agreed to "exhaust this opportunity for an extended truce", but told his people a tougher approach might be required in the future.

Both sides quickly began offering differing interpretations of the ceasefire, brokered by Egypt's new Islamist government and backed by the United States, highlighting the many actual or potential areas of discord.

If it holds, the truce will give 1.7 million Gazans respite from days of ferocious air strikes and halt rocket salvoes from militants that unnerved a million people in southern Israel and reached Tel Aviv and Jerusalem for the first time.

"Allahu akbar, (God is greatest), dear people of Gaza you won," blared mosque loudspeakers in Gaza as the truce took effect. "You have broken the arrogance of the Jews."

Fifteen minutes later, wild celebratory gunfire echoed across the darkened streets, which gradually filled with crowds waving Palestinian flags. Ululating women leaned out of windows and fireworks lit up the sky.

Meshaal thanked Egypt for mediating and praised Iran for providing Gazans with financing and arms. "We have come out of this battle with our heads up high," he said, adding that Israel had been defeated and failed in its "adventure".

Some Israelis staged protests against the deal, notably in the southern town of Kiryat Malachi, where three people were killed by a Gaza rocket during the conflict, army radio said.

Netanyahu said he was willing to give the truce a chance but held open the possibility of reopening the conflict. "I know there are citizens expecting a more severe military action, and perhaps we shall need to do so," he said.

The Israeli leader, who faces a parliamentary election in January, delivered a similar message earlier in a telephone call with U.S. President Barack Obama, his office said.

"AN OPEN PRISON"

According to a text of the agreement seen by Reuters, both sides should halt all hostilities, with Israel desisting from incursions and targeting of individuals, while all Palestinian factions should cease rocket fire and cross-border attacks.

The deal also provides for easing Israeli restrictions on Gaza's residents, who live in what British Prime Minister David Cameron has called an "open prison".

The text said procedures for implementing this would be "dealt with after 24 hours from the start of the ceasefire".

Israeli sources said Israel would not lift a blockade of the enclave it enforced after Hamas, which rejects the Jewish state's right to exist, won a Palestinian election in 2006.

However, Meshaal said the deal covered the opening of all of the territory's border crossings. "The document stipulates the opening of the crossings, all the crossings, and not just Rafah," he said. Israel controls all of Gaza's crossings apart from the Rafah post with Egypt.

Hamas lost its top military commander to an Israeli strike in the conflict and suffered serious hits to its infrastructure and weaponry, but has emerged with its reputation both in the Arab world and at home stronger.

Israel can take comfort from the fact it dealt painful blows to its enemy, which will take many months to recover, and showed that it can defend itself from a barrage of missiles.

"No one is under the illusion that this is going to be an everlasting ceasefire. It is clear to everyone it will only be temporary," said Michael Herzog, a former chief of staff at the Israeli ministry of defence.

"But there is a chance that it could hold for a significant period of time, if all goes well," he told Reuters.

Egypt, an important U.S. ally now under Islamist leadership, took centre stage in diplomacy to halt the bloodshed. Cairo has walked a fine line between its sympathies for Hamas, an offshoot of the Muslim Brotherhood to which President Mohamed Mursi belongs, and its need to preserve its 1979 peace treaty with Israel and its ties with Washington, its main aid donor.

Announcing the agreement in Cairo, Egyptian Foreign Minister Mohamed Kamel Amr said mediation had "resulted in understandings to cease fire, restore calm and halt the bloodshed".

U.S. Secretary of State Hillary Clinton, standing beside Amr, thanked Mursi for peace efforts that showed "responsibility, leadership" in the region.

The Gaza conflict erupted in a Middle East already shaken by last year's Arab uprisings that toppled several veteran U.S.-backed leaders, including Egypt's Hosni Mubarak, and by a civil war in Syria, where President Bashar al-Assad is fighting for survival.

In his call with Netanyahu, Obama in turn repeated U.S. commitment to Israel's security and promised to seek funds for a joint missile defence program, the White House said.

BUS BOMBING

The ceasefire was forged despite a bus bomb explosion that wounded 15 Israelis in Tel Aviv earlier in the day and despite more Israeli air strikes that killed 10 Gazans. It was the first serious bombing in Israel's commercial capital since 2006.

Israel, the United States and the European Union all classify Hamas as a terrorist organization. It seized the Gaza Strip from the Western-backed Palestinian President Mahmoud Abbas in 2007 in a brief but bloody war with his Fatah movement.

"This is a critical moment for the region," Clinton said. "Egypt's new government is assuming the responsibility and leadership that has long made this country a cornerstone for regional stability and peace."

In Amman, U.N. chief Ban Ki-moon urged both sides to stick to their ceasefire pledges. "There may be challenges implementing this agreement," he said, urging "maximum restraint".
